What Is the ROAT?
The ROAT (Registre d'Ocupació d'Allotjaments Turístics) is the register through which tourist accommodation providers in Andorra submit guest details to the Police Service for the relevant checks. The requirement to register every staying guest has applied since 2013 and covers the entire sector.
The current legal framework is Llei 16/2017 of 13 July, the General Law on Tourist Accommodation, as implemented by the ROAT Regulation. The processing of personal data is governed by Llei 29/2021 of 28 October on the protection of personal data.
Who Is Required to Submit ROAT Registrations?
All tourist accommodation providers in Andorra must comply: hotels, tourist apartments, rural accommodation and habitatges d'ús turístic (HUTs). The legal responsibility lies with the business license holder, whether the accommodation is managed directly or through a company.
If your HUT is managed by an EGHUT, you may delegate the ROAT process to the management company. The legal obligation remains yours, but the company can handle the submissions.
How to Register for the ROAT, Step by Step
1 / Get your digital ID
To operate in the electronic office, you need the OSCEPA digital certificate or the Government's Digital Wallet (the official identity app). As a legal entity, you will need the representative's digital certificate.
2 / Have your registration number handy
The HUT registration number if you manage directly, or the Registre de Comerç with the corresponding activity if you are an establishment.
3 / Apply for ROAT Registration
in the electronic headquarters of the Government, identifying yourself with your digital certificate or the Digital Wallet.
4 / Register each guest
from the first stay, using the details listed below.
Which Details Must Be Registered?
For each guest aged 16 or over:

Arrival and departure dates.

HUTs must also specify the accommodation unit. For guests under 16, only the arrival and departure dates are recorded.
Deadlines, Frequency and Document Retention
Registration is continuous: the occupancy for each stay must be reported within the deadlines established by the regulation.
Regarding copies of identity documents, the regulation requires them to be retained for 1 year, but exempts accommodation providers that transmit the information through the ROAT program. As submissions are currently made through the program, most accommodation providers are not required to keep photocopies of identity documents. This rule dates from the period when the ROAT accepted non-digital submissions (paper forms), for which the copy served as supporting evidence.
However, if your process captures images of identity documents, for example through online check-in or by scanning an identity card or passport, you become responsible for processing that data under Llei 29/2021 on data protection. You must store it securely and delete it when it is no longer needed. A defined retention policy with automatic deletion is the correct way to manage it.
What Happens If You Do Not Comply with the ROAT?
There are two main consequences, one established and one newer and more serious:
Inspections and penalties. The Government inspects compliance with the ROAT and the tourist tax. Inspections have identified registration irregularities in a significant proportion of the accommodation providers reviewed. Breaches of the regulations are penalized under Llei 16/2017.
Loss of the license due to inactivity. Since 2026, when the Government identifies a HUT that has not registered any guests in the ROAT for 12 consecutive months, the Government may automatically cancel its registration in both the HUT and EGHUT registers. In practice, a HUT with no registered activity loses its license. With the current moratorium on new licenses, recovering it is not straightforward. Accurate ROAT registration is therefore not only about compliance, it also protects your license.
How the ROAT Relates to the Tourist Tax
The ROAT also provides the basis for calculating the tourist tax (IEAT). The Tax Department uses the registered occupancy data to issue the proposed quarterly assessment. A properly maintained ROAT feeds directly into your assessment, while an incomplete ROAT creates problems with the tourist tax. The two obligations should be managed as a single process.
